kbuild: specify FORCE in Makefile.headersinst as .PHONY target
Swap the order of ".PHONY: $(PHONY)" and "PHONY += FORCE"
so that FORCE is correctly specified as a .PHONY target.
Use a preferred way for specifying $(subdirs) as .PHONY targets.
