Bluetooth: hci_sync: Make use of hci_cmd_sync_queue set 2

This make use of hci_cmd_sync_queue for the following MGMT commands:

Add Advertising
Remove Advertising
Add Extended Advertising Parameters
Add Extended Advertising Data
