drm/i915: Simplify control flow in intel_atomic_check a bit.
- Unconditionally add plane states. Core helpers would have done this
in drm_atomic_helper_check_modeset, doing it once more won't cause
harm and is less fragile.
- Simplify the continue logic when disabling a pipe.
