docs: filesystems: convert debugfs.txt to ReST - Add a SPDX header; - Use copyright symbol; - Add a document title; - Some whitespace fixes and new line breaks; - Mark literal blocks as such; - Use footnoote markups; - Add it to filesystems/index.rst.
