tools include uapi: Sync sound/asound.h copy

Picking the changes from:

  Fixes: b5bdbb6ccd11 ("ALSA: uapi: #include <time.h> in asound.h")

Which entails no changes in the tooling side.

To silence this perf tools build warning:
