arm64: vdso32: Rename COMPATCC to CC_COMPAT For consistency with CROSS_COMPILE_COMPAT, mechanically rename COMPATCC to CC_COMPAT so that specifying aspects of the compat vDSO toolchain in the environment isn't needlessly confusing.
