pinctrl: sunxi: Add IRQCHIP_SKIP_SET_WAKE flag for pinctrl irq chip

The sunxi pinctrl irq chip driver does not support wakeup at the
moment. Adding IRQCHIP_SKIP_SET_WAKE lets the irqs work with drivers
using wakeup.
