Fix F_DUPFD_CLOEXEC breakage
Fix a braino in F_DUPFD_CLOEXEC; f_dupfd() expects flags for alloc_fd(),
get_unused_fd() etc and there clone-on-exec if O_CLOEXEC, not
FD_CLOEXEC.
