workqueue: use WQ_MEM_RECLAIM instead of WQ_RESCUER

WQ_RESCUER is now an internal flag and should only be used in the
workqueue implementation proper.  Use WQ_MEM_RECLAIM instead.

This doesn't introduce any functional difference.
