riscv:allnoconfig and riscv:tinyconfig fail to compile.

arch/riscv/kernel/stacktrace.c:78:8: error: 'sp_in_global' undeclared
sp_in_global is declared inside CONFIG_FRAME_POINTER but used outside
of it.
