db845c: Bump FCM level to 4

Sort of a baby step in bringing db845c up to current
PRODUCT_SHIPPING_LEVEL and FCM levels. This simply bumps
the FCM to 4 which is what it should be for
PRODUCT_SHIPPING_LEVEL = 29
