overlay: set 'config_deviceConfiguratorPackageName' to 'com.google.android.gms'

This is to fix the error 'java.lang.AssertionError: Permission: android.permission.WRITE_DEVICE_CONFIG cannot be granted to: org.protonaosp.deviceconfig'

Test: run gts-dev -m GtsDeviceConfigTestCases --test com.google.android.deviceconfig.gts.DeviceConfigApiPermissionTests#testWriteDeviceConfigPermission
