Fix error reporting in cp_commitChanges

Only trys to commit if necessary, and reports errors
if commiting fails. RemoveFileIfExists returns true on
success.

Test: vdc checkpoint startCheckpoint, reboot, and then
      vdc checkpoint commitChanges
