cmparts: Add lights settings * Converted from Settings app * Create a new PartsActivity to launch fragments. This will be improved to allow parts to register some metadata which can be queried by the Settings app. Ideally we should be able to require nothing more than one-liners in the preference XML files inside the Settings app for adding new items when complete.
