Eleven: gradle: bump compileSdkVersion to 31

This fixes:
  The minCompileSdk (31) specified in a
  dependency's AAR metadata (META-INF/com/android/build/gradle/aar-metadata.properties)
  is greater than this module's compileSdkVersion (android-30).
