Mark libcore.java.util.zip.DeflateRegressionTest#deterministicOutput as known failure.

This test is failing, most likely following a zlib upgrade. This
change temporarily marks it as a known failure so it is skipped by
CTS, including pre- and post-submit runs. Without this, the failure
would cause issues with any TEST_MAPPING that triggered it.
