sched/preempt: Rename PREEMPT_CHECK_OFFSET to PREEMPT_DISABLE_OFFSET

"CHECK" suggests it's only used as a comparison mask. But now it's used
further as a config-conditional preempt disabler offset. Lets
disambiguate this name.
