Add servicedispatcher servicedispatcher is a binary on the device that opens up TCP connection for a certain binder service. On success, it writes the port number to stdout. Test: manual Bug: 182914638 Change-Id: I2d914f13896cbe48afdaf22e43ad742262b23ae5
