Add onPointerDownOutsideFocus for events outside the focused window (2/4) Post the onPointerDownOutsideFocus command when the conditions are satisfied. Added onPointerDownOutsideFocus to the InputDispatcherPolicyInterface so the callback can be sent to the client.
