Add host side test for apex-system-service. The test installs a test apex with a fake system server and checks that the service prints to logcat in onStart(). Bug: 192880996 Test: atest ApexSystemServicesTestCases Change-Id: I7b9f353e30425302e83660f440affe5010944a9b
