Re-notify if the network goes to PARTIAL.

If NetworkMonitor detects partial connectivity before
EVENT_PROMPT_UNVALIDATED arrives, show the partial
connectivity notification immediately. Re-notify
partial connectivity silently if no internet
notification already there.
