Add back dismissing parallax and dimming value to stage split
Add back dismissing parallax and dimming value to stage split as what we
did for legacy split screen.
Fix: 195699800
Test: atest WMShellUnitTests
Test: observe it applies dismissing parallax and dimssing value
properly.
