WifiMetrics: Add metrics for HAL/wificond crashes New metrics added: 1. Number of times HAL crashed during operation. 2. Number of times wificond crashed during operation. 3. Number of times wifi start failed because of a native issue. Basically the number of times calls to WifiNative.setupForClientMode() & WifiNative.setupForSoftApMode() fails.
