RefreshRatePolicy: getPreferredRefreshRate should consider preferredRefreshRate If an app set the WindowManager.LayoutParams#preferredRefreshRate, refresh rate policy should return it the the preferred refresh rate of the window if all the other signals (preferredDisplayModeId or deny list) doesn't have a vote.
