FP4: Temporarily disable aptX codec

FP4 Android 12 update shipped with broken aptX in modem side.
Since 13 QPR2 aptX codec is included in bluetooth apex, which means
we can't disable it by simply removing blobs.
Set the codec priority to work around that.
