Reapply "axolotl: fingerprint: disable on GSIs"

This still causes some failure on the VTS module. Hence, drop
support on GSI again.

This reverts commit 241060768d226c357e2f8cd9210ec71bcae244b0.

Test: run vts -m VtsHalBiometricsFingerprintV2_1TargetTest
