Propagate proguard rules from LOCAL_STATIC_ANDROID_LIBRARIES

Packages would use proguard rules from their
LOCAL_STATIC_ANDROID_LIBRARIES, but other libraries wouldn't propagate
the rules from their LOCAL_STATIC_ANDROID_LIBRARIES.
