releasetools: Allow building AVB-enabled recovery.img.
Bug: 68224784
Test: Enable AVB on aosp_bullhead-userdebug. `m dist`. Note that the
prebuilt vendor.img needs to be AVB-signed first.
Test: `m dist` with aosp_walleye-userdebug.
