Attempt to fix the emulator. I failed to add the default HAL for the new local_time HAL to the emulator build. Emulator experts have advised me that this is the correct place to do so; hopefully it will fix the emulator's startup. See bug 6029440 Change-Id: Ib0ab8a226628105c72ffcf7ae511d390630ea045
