UpdateCmdLine: Update header version check for commandline parameters Force normal boot commandline option is not available for all boot image header versions. Update the conditional check while updating command line parameters in devicetree node. Change-Id: Ia3d01f0b7a37f372f63210f73a39fecb789f1075
