QcomModulePkg: Modify Memory allocation logic in DTBO Memory allocation taking considerable amount of time which is adding to bootup time. Hence allocated a predefined buffer of 5MB which used everywhere in ufdt functions Change-Id: I1419d062ff5d35fd3af8c219e1ed261965645720
