ARM Packages: Added the NULL implementation of CpuExceptionHandlerLib This NULL implementation should not affect the existing code flow and avoid the builds to be broken by a missing dependency. In a longer term, an implementation of CpuExceptionHandlerLib should be provided for ARM architecture.
