ART: Clean up android_dlopen_ext() call. Remove the unnecessary ANDROID_DLEXT_FORCE_FIXED_VADDR flag. We do not produce oat files with non-zero minimum `p_vaddr`. Test: Pixel 2 XL boots. Test: m test-art-host-gtest Change-Id: I892eb10798f3c72544d100a5968f08309b980b60
