Document `OVERRIDE_TARGET_FLATTEN_APEX` in ART documentation. If one wants to forcibly enable/disable APEX flattening, they should now use `OVERRIDE_TARGET_FLATTEN_APEX` instead of `TARGET_FLATTEN_APEX` (which has stopped working lately).
