Intrinsics support in Portable compiler. Bug: 8196203 Adds support to manage intrinsics in Portable compiler. Let's start with simple ones: String.length and String.isEmpty methods. Change-Id: Ie0f3af936032617f1ed374dce18fe373193f56c2
