Fix golem runs. Now that palette-system is out of the manifest, we need to copy over the libartpalette implementation and explicitly build its dependencies. Test: build and run silvermont Bug: 142935992 Change-Id: I32213d8223aa24a3ee908d4544dc8d617442f97a
