verifier: Remove support for precise constants and RegisterTrackingMode. These features were used when we were creating GC maps and deoptimization information with the quick compiler. Quick compiler has been removed, so we can remove these features. Test: test.py Change-Id: I633a7ada761b280b90e2d7c53cd5fbf2ae1d701d
