Fix wrong assumption in RemoveInstructionsAsUsersFromDeadBlocks. It can be called in a situation where dead blocks can have phis: the DCE pass would re-build the dominator tree and RemoveInstructionsAsUsersFromDeadBlocks used to assume there cannot be phis.
