QcomModulePkg: System-As-Root on non-A/B for VB2 targets As per the earlier support added for System-As-Root for VB1 target this change will update the kernel command line to meet the purpose for AVB supported targets. Change-Id: I530c3105d3d05a3f24713f9cd0209a81db4c5b3b
